While Executive Order 20-22 issued by Indiana Gov. Eric Holcomb on April 20, 2020, extends the directive for Indiana residents to stay at home through May 1, 2020, it brings Hoosier healthcare providers and facilities a step closer to resuming normal operations.
The order states that, as long as sufficient personal protective equipment, staff and supplies are available, healthcare providers and facilities (medical, dental, veterinary, et. al.) should conduct clinically-indicated procedures meant to diagnose, screen and treat medical conditions that have the potential for short-term or long-term morbidity and/or mortality. This includes, but is not limited to, cardiac, vascular, neurologic, cancer, gastrointestinal, and respiratory procedures, as well as those procedures meant to reduce significant pain or symptoms making quality of life unacceptable.
Further, Gov. Holcomb ordered that any current restrictions on medical procedures be re-evaluated for possible modifications that would allow healthcare providers or facilities to resume providing medical procedures as of 11:59 p.m. on April 26, 2020; and that restrictions on medical procedures be re-evaluated every seven days thereafter.
Prior related Executive Orders indicated that it was permissible for individuals to leave their residences to work for or to obtain services through veterinary care providers. Executive Order 20-22 added language to clarify that pet grooming is permissible when performed at a pet salon, store or mobile unit, but cannot be provided to customers inside any home at this time.
Executive Order 20-22, which replaces and otherwise contains much of the same language as Executive Order 20-18, is effective through May 1, 2020, at 11:59 p.m., unless it is extended, rescinded or modified by the Governor.
